Novice NDP candidate Jennifer Rice is declared elected, with 59 out of 67 polling stations in the North Coast riding reporting as of 9:45 pm Tuesday.Ms Rice has 3,456 votes, over 1,000 more than the 2,314 for Judy Fraser of the Liberals.
